There are typically two types of eBooks: single-user and multiple-user. Multiple-user titles allow an unlimited number of people to access them at the same time. Single-user titles may be used by only one person at a time.

You can tell how many copies the library has of a particular ebook under the "Availability" or "Available" section of the ebook's information page.

If an ebook title comes up as “not available” and has a limited number of copies, you can most likely be able to put a hold on it and be notified when it has been released by the other user.
